EU Mandates Solar-Ready Homes Under New EPBD Rules

EU's revised EPBD mandates solar-ready new buildings, phased solar installation deadlines, and zero-emission standards for public and residential sector by 2030.

EU Mandates Solar-Ready Homes Under New EPBD Rules

The European Union has revised the Energy Performance of Buildings Directive (EPBD), introducing mandatory solar requirements for new buildings. All new structures must be designed to be solar-ready, with many also requiring integrated solar-plus-storage systems. EU member states must incorporate these rules into national law by 29 May 2026. Building permit applications submitted after this date must ensure structures are "solar-ready," with architectural features-such as structural design, orientation, and appropriate roof or façade configurations-that support future photovoltaic (PV) installations. New buildings requiring permits after 29 May 2026 must be designed to accommodate solar installations, the European Commission confirms1Solar energy in buildings - European Commission.

Background

The EPBD recast (Directive EU/2024/1275) took effect on 24 April 2024 as part of the EU's goal to decarbonize the building sector by 2050. Buildings make up approximately 40% of EU energy use; 85% were built before 2000, and 75% have poor energy performance2Energy Performance of Buildings Directive. Article 10 of the directive requires new developments and major renovations to include appropriate solar energy systems, and encourages integration with thermal or battery storage, self-consumption, and energy sharing schemes3EU mandates solar energy in buildings from 2026 | BUILD UP.

Details

The EPBD and Solar Rooftop Initiative set phased requirements:

  • From 31 December 2026, public and non-residential buildings above specified size limits must have solar installations, depending on project permit timing and national rules.
  • All new residential buildings must comply with mandatory solar installation by 31 December 2029. Mandatory solar for new residential buildings takes effect from 31 December 20294EU Solar Procurement Rules 2026: The IAA Explained.

The directive also establishes zero-emission building (ZEB) targets. New public buildings must be ZEB by 2028; by 2030, the standard applies to all new buildings5EPBD amendment 2025: The EU Buildings Directive - implications for real estate owners & investors | Purpose Green.

Implementation varies by country. In Germany, certain states have enacted "Solarpflicht" requirements, though there is no national mandate; adoption remains state-driven6RES-E building obligations (Obligation for PV on new buildings) | Clean energy for EU islands. Streamlined procedures accompany the solar mandates. Systems up to 100 kW qualify for fast-track approvals, with permitting authorities required to grant decisions within one month. Outlook

Member states must implement these policies by 29 May 2026. Developers and manufacturers will need to revise building designs and adjust supply chains for compliance. National approaches will shape rollout timelines. The success of the directive depends on integration of storage solutions, funding, and grid capacity.
